Why did God allow Moses to recite 515 prayers to enter the Land of Israel when He had already decided that the answer was no?

The week’s Torah portion is “Va’etchanan” (Deuteronomy 3:23 – 711), and in it we read how badly Moses desired to enter the Land of Israel.

God had decreed that Moses would not have the privilege of entering the promised land. Yet Moses continued to beseech the Almighty and recited 515 prayers.

Why did God not stop Moses if His decision was firm? What was the point?
